Purpose and Scope of VETS GWAC

The Veterans Technology Services (VETS) government-wide acquisition contract (GWAC) is the first GWAC set aside for service-disabled veteran-owned small businesses in response to President Bush's October 2004 Executive Order directing the General Services Administration (GSA) to create a GWAC for service-disabled veteran-owned small businesses (SDVOSBs). Valued at $5 Billion over 10 years, the VETS GWAC has a five year base with five options. The contract was awarded to a number of small business teams in August 2006.

Awarded contractors will be able to compete for federal government procurements under this ten-year information technology (IT) contract. The main benefit of VETS GWAC will be the participating companies provide cutting edge technology solutions to federal, state and local agencies without the time and expense of open market set-aside procurements. This multiple award, indefinite-delivery/indefinite-quantity contract supports all federal agencies in need of worldwide IT solutions and will have two functional areas: systems operations and maintenance, and information systems engineering, both including IT security

This contract is a major vehicle for implementing the Veterans Entrepreneurship Act and Small Business Development Act of 1999 and Public Law 108-183 (Veterans Benefit Act of 2003) that establishes a goal of 3% of the value of all federal procurements for Service-disabled, veteran-owned businesses, and the President's Executive Order 13360, Contracting with Service-Disabled Veterans businesses. The VETS GWAC contract vehicle is expected to be a particularly useful tool for agencies to quickly and efficiently satisfy a broad range of agency IT requirements and is available for use by all federal agencies including the Department of Defense.
